When picking out various elements from games, it is very easy to say that they are the same. FPS games share many common mechanics, as do RPGs, action games, or sports games. It is when you dive into the various games and experiences that the details come out.
The bosses in Mega Man are really kind of an after thought to me. I mean, yeah, Shadowman is cool but I don't play Mega Man 3 to play against Shadowman. Mega Man is great because of gameplay. The music and art design really help, but it is mainly gameplay. The play mechanics are simple, but incredibly well balanced. Somewhere along the line Mega Man lost its way in terms of gameplay by trying to make things more and more complex so the designers are going back to the simplest form to retain that feeling. Think of it as minimalism in the video game form. It is more of the same, but it is so incredibly anachronistic that it is not.
Any form goes back to this. An odd example that comes to my mind is with sports. I was flipping through the channels and they were discussing football strategy (I know, something you are all very interested in) and it made sense with this as well. They run all sorts of really complex plays so that in the end a very simply play will work and vice-versa. Mega Man 9 is different because everyone else is trying to make everything more and more complex, and Capcom is going for utter simplicity. Simplicity is not bad, and complexity is not bad, but having both is great.
