Can't set a jpg or png Avatar to save my life...

ok i want to set this picture as my Avatar
But every time i try i Always either get this error:
Unable to upload file
DEBUG MODE
Line : 251
File : usercp_avatar.php
oh i get the " must be a .jpg .png or .gif file" error.
what do i do >:| ? i dont want to use .Gif's because they always fuck up my image Quality. HELP
(btw i tried using PNG and i also tried uploading directly from my PC, it just simply wont work.)
(...another BTW, for an example of how GIF's fuck up my image Quality look at my current AV and Sig T_T )
