I was playing DOA4 online, tried to choose a random character, and THIS popped up:

Yeah, he's a secret character.

In fact, when the game was being beta tested, everyone was complaining about a glitch when you played as Chuck Norris that made every button you hit perform the same roundhouse kick. When interviewed, Chuck Norris is quoted as saying "That's no glitch."
